The gemara (BB 110) in fact asks why Moshe is different than Elazer, Ahron's son, who married a descendent of Yisro as well. The gemara's answer is a bit ambiguous. Rashbam interprets the answer to mean that Elazer's wife was a more distant descendent of Yisro than Moshe's wife - perhaps a grand or great-grandaughter.
