every circumstance?

Andrew Cuomo has declared that  he will have state authorities enforce the ban on weddings in Hasidic neighborhoods if the city won't:  

“We’ve had superspreader events in New Rochelle with the Jewish community, we’ve had them in the Catholic community. The virus does not discriminate by religious or racial lines, right? This is an equal-opportunity situation. So we police it in every circumstance.”

Every circumstance?  




I'm not in favor of big weddings under any circumstances.  But I see a far greater danger in the  selective enforcement of the law by the state than I do of what goes on in Boro Park or Williamsburg.
